A few years ago the FBI switched to the S&W .40 cartridge precisely because they had lost a cople of agents in gun fights where they shot the criminals, but the criminals kept on shooting.

The FBI lost agents because of piss poor shooting and tactical errors. It is all about shot placement. The 9mm with good bullets works as well as any other hand gun. The trouble is most police officers are poor shots don't practice enough nor train enough.

A gun which holds fewer, more powerful, rounds is probably better as a police weapon than one which holds more weaker ones. Fewer rounds to go off-target and hit innocent people, and less likelihood of "spray and pray".
