If you check the two photos at CNN.com, the guy reading the speech last night doesn't look as jowly as Saddam, and his chin seems to stick out while Saddam's seems to be rounder and flatter.

IOW, the timing was off between the tape's audio and video tracks ... virtually impossible today with today's video gear UNLESS separate video and audio paths were used en route to the TV transmitter or ?????
