When the next terrorist attack happens here remember that not even the Israelis with their legendary security and intelligence operations are able to completely stop terrorists. Be prepared to trumpet that bit of common sense everywhere because the left will be shrieking for Dubya's scalp. The only reason we haven't had another 9/11 already is because Dubya has been in their faces from the beginning.

Exactly. It's way too easy to do, if they have the nasty chemical and/or biological weapons to use, and virtually impossible to prevent.
That's why we have to try to keep WMD out of the hands of terrorists.

It is possible to create a UAV with off the shelf components. The simplest are the standard radio controlled model airplanes. Upscaling just slightly and one has an effective bioweapons delivery system. all one needs are the plans and one can assemble such a UAV here in the US with hardly any smuggled parts needed.

Personally, I believe that there is a good chance of it hapening. It could be a radio controlled model airplane.
My estimate is that they need something significantly bigger, because chem/bio agent lethality is proportionate to the dose received. One R/C model airplane can hold a very small amount of agent, which means its lethal footprint is going to be very small. A larger plane (such as a cropduster) can hold much more agent, nmaking the lethal footprint much larger.
