Q: Who currently has oil field development contracts with the government of Iraq that are worth an estimated 60- to 75 billion dollars?
A: The French petrochemical giant, ELF.
Q: What is the estimated value of these contracts if the current Iraqi government falls?
A: Zilch. Zippo. Nada. Nuthin'
Q: What two American gas station chains are wholly owned subsidiaries of ELF?
A: Total and Fina.

Where is the Oil money?

The one's who will be really P.O.'d are the Russians, as they hold both huge development contracts with Iraq and most of Iraq's foreign debt.

You never know. They could end up with a similar deal. Before Iraq booted out the greedy foreign devils and nationalized their oil industry (an action that some might consider akin to armed robbery, by the way), the major stakeholders were British Petroleum, American Oil, and Mobil. Now that BP has acquired Amoco...
Hey. Maybe it's Tony Blair's greedy oil business cronies that want this war!
