In November 2001, Locke Submitted A Request To The Federal Government For Waivers That Would Allow Him To Freeze Medicaid Enrollment And Impose Costs On Low-Income Individuals Needing Health Care Coverage Under Medicaid. [Washington] state is seeking federal permission to impose patient co-payments and premiums and for the first time to consider capping enrollment in some low-income health-care programs. State officials say they need more flexibility to control Medicaid costs, which have soared in recent years. (Ralph Thomas, Legislators Question Medicaid Waiver Bid, The Seattle Times, May 19, 2002)
Washington State Officials Sought Vague And Broad Authority To Tinker With Medicaid Benefits. Washington State officials submitted an intentionally vague Medicaid reform plan last [November 2001], hoping the federal government would give them broad powers to tinker with Medicaid benefits. But the Centers for Medicaid and Medicare, the federal agency in charge of the program, kicked the proposal back to Washington State and asked for more specifics and more public comment. The Entire Congressional Delegation From The State Of Washington, 8 Democrats And 3 Republicans, Wrote A Letter To Centers For Medicare And Medicaid Services Administrator Thomas Scully Voicing Their Opposition To Several Elements Of Lockes Proposal. We are writing to express concerns about the State of Washingtons 1115 Waiver application pending before the Centers for Medicare and Medicaid Services (CMS). We remain concerned about the waivers impact on children, the lack of public process in developing the proposal, and the efforts of the state to tie the waiver to Proshare funding. (Members Of The Washington Congressional Delegation, Letter To Centers For Medicare And Medicaid Services Administrator Thomas Scully, May 8, 2002)

Democratic Senator Patty Murray (D-WA) Expressed Her Concern About The Effects Of The Potential Waiver On Washingtons Most Vulnerable Citizens. (Senator Patty Murray, Letter To The Editor, The Seattle Post-Intelligencer, June 9, 2002)
