That is BS, he had a prior and there is no reason why he got a pass on his second offense. Someone in a high position of authority worked this deal for him.

A sealed case is usually for a PBJ case. (Probation Before Judgement) meaning if you comply and fullfil all of the probation requirements, the case is Null & Void as if it never happened. Child Molestors are NEVER granted these types of decisions. You can ask any local or State Prosecutor if Child Molestors qualify for PBJ and they will laugh at you

In the link you provided Ritter claimed he is/was "one of the topmost experts on Iraq". He's not bashful. He IS very fond of saying he "stood before the judge". Interesting also is his statement about his wife "solomnly" (sp...can't spell this late) supporting him.
