Neil Cavuto just interviewed Mitchell E. Daniels, Jr., the director of the OMB, and Neil let it be known that he's hearing rumblings that Pres. Bush is considering a total re-write of the tax code and that SecTreas O'Neill is strongly pushing a national retail sales tax!

There is no question that the IRS system must stop, but so far, the government refuses to even answer basic questions about the code! Hey by the way, mutual condolences, moreso for you being in Essex Co. At least I have the comfort of a very conservative rep that was just re-elected and a generally conservative county (Somerset) to live in. I used to live just off exit 148 myself. Although your profile page says you live in Glen Ridge, so you're not so bad off after all, haha.

I heard about this after the tax cut was passed, that President Bush's centerpiece of his 2004 campaign would be some sort of monumental changing of the tax system. Either a flat tax or a national retail sales tax. Count that for what it's worth.

I see no need to audit individual tax payers. There will still be a necessity for tax audits on retailers, but it should only need to be on the sales records and that they collected and forwarded the tax. There should be no tax reason for a full audit.

My idea is to Forbid the Feds from collecting directly.. whatever the Fed tax method.. This isn't the 1700's anymore. States are quite adept at collecting State Taxes and could add the Fed tax..

A better method would be to collect the tax through the State's tax collection system and REMIT it to the Feds.. and not the way it is now.. The Federal budget would set the rate for the States to collect.. NO moneys directly to the Feds.. Then they would not be able to play with the tax.. it would be the same rate in all the States..

The example I think of is the gasolene tax.. so many pennys go to the State, so many pennys go to the Feds. Seems to be no problems with fuel.

There would be no Federal IRS.. Federal tax proceeds go right from the State treasury to the Federal treasury.. No collection problems and no Federal mandates or social tinkering.. and no Congressional fighting to get the States "share" back..

An increase in the tax rate would require a Super Majority of both houses.. else could be vetoed..

Actually, the income tax is Constitutional. Anything added into the Constitution legally is Constitutional, by nature. If the President, Congress, and the States passed an Amendment placing a 1000 year moratorium on immigration, it would be Constitutional. Same thing with a NRST.

Only new products would be taxed. The FAQ addresses this and other common objections.

I'd absolutely love for the entire income tax code to be scrapped and replaced. But I think maybe we should start with some more modest goals at first. Like getting a judge or two confirmed perhaps.

It will create an unbelievable bureaucracy that will have to support the management of this tax. Every business owner would still be the tax collector for the federal government and will at any time be at risk of having to deal with the extra scrutiny of a new version of the IRS.

As one example, think about the difficulties of collecting sales tax on illegal drugs.
