My theory is that it's a fishing expedition. They don't have a clue who the sniper is so they're taking their best leads and doing what they can to link any of them to the sniper. The giveaway is that they're doing it across the country.

Former home of Ft. Lewis employee. We have this: the home of a former Ft. Lewis soldier being searched, evidence including a stump after they used a metal detector looking for bullets in tree stump or casings on the ground or around it. Target practice back when he lived there. They are searching into the possibility of weapons and Tarot cards i.e. used in Vietnam era.
