Actually, Chief Moose was the Police Chief in Portland, Oregon, don't believe he has any background in Washington State.

Having said that, Portland, Oregon, is where the nest of home-grown terrorists was arrested a few weeks ago. Whether there is any relevance to that, I don't know.
