Sunset the Amok Federal Bureaucracy (support H.R. 2373)

Here is today's ACTION ITEM:

ISSUE: In a recent report, CNSNews.com asked, "What can be done about a federal bureaucracy run amok? Set an expiration date for federal agencies and let Congress intervene if it wants them saved from extinction. That's the solution put forward by Republican Congressman Kevin Brady and Democratic Congressman Jim Turner." It's called "sunsetting."

Sunsetting establishes the process to evaluate the performance of federal agencies. The law proposed by Brady and Turner, the "Abolishment of Obsolete Agencies and Federal Sunset Act of 2001" (H.R. 2373), would also promote accountability and customer service within agencies that have not demonstrated either in the past.

H.R. 2373 would place an expiration date on every federal agency, department and program. This would require them to justify their existence to taxpayers and Congress, or face elimination. A similar law is used in 20 states including Texas, which has eliminated 23 agencies, saving Texas taxpayers $630 million.

Every agency, regardless of whether they were created 100 years ago or 20 years ago, must prove they deserve our precious tax dollars today. Under sunsetting, not only do you abolish federal agencies and streamline others, you force agencies to become more responsive to the taxpayers and the customers they serve.

This bill was introduced in 1998 and attracted an impressive 67 original co-sponsors, including then-House Budget Committee Chairman John Kasich and Dan Burton, who chairs the House Government Reform and Oversight Committee where the bill will be considered. The measure was also endorsed by the Citizens Against Government Waste.

The act creates a 12-member bi-partisan commission composed of eight members of Congress and four private citizens. The commission -- to be paid for by cutting a portion of the current federal budget -- will evaluate each agency and recommend to Congress if it should be abolished, streamlined, consolidated or reauthorized with recommendations for improvements.

The bill was re-introduced last June, and sent to the House Subcommittee on the Civil Service and Agency Organization -- where it's now stuck. This bill, should it become law, would do wonders to make the conservative dream to reduce the size of government a reality -- but it needs our action to get it out of committee and onto the House floor for a vote!

The Endangered Species Act ran out years ago, yet federal agencies are still using it to commit government abuse of landowners.

Will the Brady-Turner, "Abolishment of Obsolete Agencies and Federal Sunset Act of 2001 (H.R. 2373)" correct this?

Not a good idea, especially with the LEO type agencies (which it seems all of them are now). The only way they could justify their continued existence, is to make sure some more Americans die, either from government terrorism or from non-government terrorism.

A better way might be to abolish them first, then let the voters and congress decide if and when such dangerous domestic troops are ever needed again.

Can we start with the department of education?

I think the bill should also include some provision automatically reducing income taxes by the amount saved, so that we don't end up with fewer agencies, but owing just as much in taxes.

This is a great step in the right direction, and I would add one more thing to it.

First we have to defeat every Rat up for re election in Bush states this November. Then in 2003, Da$$hole can be aborted from his little Napoleon role.

No bill of value like this bill will ever even be voted on as long as Da$$hole controls the senate. He has to be aborted this November by defeating his rat buddies up for re election in Bush States. Then in 2003, he becomes just a petty vile mouth midget in the senate with zero power.

Besides this bill, we need a bill that requires every civil service employee from GS 7 up, to submit a letter of resignation to the new president. These letters are valid for as long as that president is our president. This will allow the president to immediately clean house in the federal departments staffed with life long/card carrying rats.

These life long civil service rats cause continuous problems for republican presidents from the day they are sworn in until their term expires. The ability to activate the resignation letters of about 100,000 rats the day a president is sworn in would reduce the sabotage these leftist do to our country. It would send a loud and clear message to the surviving rats to shape up, or they will be cleared out with the first trash.

The bill would have to have a special rider to have all civil service employees GS7 or higher to submit their resignations to President Bush as soon as he signed the bill. Then, he could clear the decks of socialists, communists, pink panty wearing Political Correctness lifers and others who hate America.

We need to defeat every rat running for the senate or re election in Bush States. That will allow the flushing of these rats and their midget Da$$hole will be midget minority fairy/elf!

Then, we can see reform in government, lower taxes, drilling in Alaska and many other good things for America!

Defeat the rats running for the senate in Bush States~!

I want to serve on the oversight committee as an employer of the fluff in D.C. My first act will be to limit terms of Senators and Congressmen!!!! Second, would be to retire Sen. Byrd -- that alone will save us millions/billions!!

I was thinking the same thing. However, when reading the bill I noticed that 6 members of the Committee shall be members of the Senate, to be appointed by the Senate Majority Leader, who may appoint himself a member of the committee as well.

Same with the 6 commission members from the House of Reps, to be appointed by the Speaker, who may appoint himself a member as well.

Nice bone there.

Doubt it'll be enough to get a bill as intelligent as this one passed.
