Uh, small correction(s). Moscow remains the only country to send commercial passengers into space. Many of our own astronauts are civilian.
They do have a commercial niche because they sell their product cheap. Unlike here, Russian aero engineers/workers live like welfare recipients here, in old state housing on the Khrunichev grounds, with meager pay.
The US just invested huge capitalization into EELV.
