Sure they can. Just cause they fly-over in finger four or a loose diamond doesn't mean that anything is up.

It may be normal procedure now post September 11 but it's the first time the jets have flown over D.C. that low and in formation in months. They've been flying overhead but at a much higher altitude and not in a group.
