A petition asking the Supreme Court to hear a Second Amendment case from a trucker argued that Minnesota’s refusal to honor out-of-state concealed carry permits violated the constitutional provision protecting the right to keep and bear arms.
Liberty Justice Center first filed the lawsuit in January 2025 against Minnesota Department of Public Safety Commissioner Bob Jacobson over the state’s refusal to recognize the out-of-state permits of two truck drivers, David A. McCoy II and Jeffrey A. Johnson Sr. In the petition filed Aug. 24, the group claimed Minnesota’s approach was turning the Second Amendment into a “second-class right.”
The Second Amendment is one of the few constitutional rights that cannot be reasonably exercised when crossing state lines. “In the Eighth Circuit’s view, an individual’s Second Amendment rights are confined to the borders of the state of where he holds a firearm permit,” the petition said. “No matter how many times an ordinary law-abiding citizen proves his worth through a state’s firearm licensing process, another state can force him to do it again before he can exercise his ‘constitutional right to bear arms in public for self-defense.’”

National Reciprocity seems like a low bar. It’s like a drivers license. One state says you can do it, then the other 49 states just shrug and say “OK”.
My Idaho CCW license looks identical to my drivers license here in Idaho. As far as info and picture. A national recognition law makes sense to me
Marriage license? Good in all 50 states.
Driver’s license? Good in all 50 states.
Business license? Good in all 50 states.
Free speech? Good in all 50 states.
Guns? Hold on a minute there, partner. You have NO rights in this jurisdiction....

Driver licenses are covered by an interstate compact, signed by all states and approved by Congress.

Unless this has been through the Federal Apoeals courts and there is a circuit split, I believe the USSC will not take the case.

I seem to recall the US Constitution being an approved compact between all of the states. The right to carry shall not be infringed.

Amendment II rights are confined to the people.
Congress controls naturalization - voting in governmental elections, getting domestic government permits and licenses, etc.
Article I section 10: “ No State shall, without the Consent of Congress… enter into any Agreement or Compact with another State,”
