Possibly journalistic failure or it could be software that replaces some terms with what a style guide says. I recall an article which had to issue a correction some years ago based on its software changing ‘...put the budget back in the black.’ to ‘...put the budget back in the African American.’
In other words, no Pacific Islanders. Why they try to lump them in with the others, I don't know. They are trying to make it sound like we are rounding up Hawaiians and Samoans.
My only disappointment is its not 1,500%.

I read the article and the USC “study” page. It is consistent with its genre: an advocacy-org commentary citing a dashboard, not a methods-documented research report.
Choosing percentage increases over absolute counts is a common way (deliberate or not) to make small changes look dramatic; without the denominators a reader can’t tell if this is happening here. The article has them, but the USC site does not...so, where did the Sac Bee get them?
