In harrowing video posted online, an attacker can be seen straddling the bloodied victim’s neck armed with a knife.
He stabs the victim in the head repeatedly before taking the knife to the man’s neck, before members of the public rush over to stop the attack.
Bystanders can be heard screaming in the clip: "He’s trying to cut his head off".
Police said today that a Sudanese man in his 30s had been arrested on suspicion of attempted murder.
Speaking in the House of Commons on Tuesday afternoon, the Northern Ireland Secretary said members of the public who intervened during a Belfast stabbing “showed the very best of humanity”.
Hilary Benn said the “thoughts of the whole House will be with” the victim and his loved ones.
He also told the Commons: “Amidst the horror of what happened, we also saw something extraordinary.
“When confronted with scenes of terrifying violence, members of the public did not walk on by.
“Instead, a number of them stepped forward and, at immense risk to their own safety, they intervened to pull the assailant away and protect the victim until the police arrived.
“To those individuals, I would like to say this – you showed the very best of humanity and you have the profound gratitude of this entire House.
“This was a horrific and brutal attack, and the PSNI (Police Service of Northern Ireland) are seeking to provide support and reassurance to the local community.
“The Chief Constable, to whom I have spoken twice this morning, and his officers have our full unwavering support as they pursue their inquiries.”
The Police Service of Northern Ireland (PSNI) said in a statement today: “A man in his 30s, believed to be Sudanese, has been arrested on suspicion of attempted murder following a serious assault involving a knife in the Kinnaird Avenue area of north Belfast on Monday night, 8th June, shortly after 10.30pm.
"He remains in police custody. The injured man, aged in his 40s, is in hospital where his condition is described as serious. The attack has left the man with significant injuries to his face, neck and back.”
Assistant Chief Constable Ryan Henderson said: “This is a deeply concerning assault and I have declared this a critical incident. We have commenced an investigation to establish a motive.
“This brutal attack will have sent shockwaves through the community causing real concern. I want to reassure the local community that we are treating this attack with the utmost seriousness.
"Our investigation is continuing at pace. Community safety is our priority and we are currently engaging with local representatives and residents to provide reassurance and support."
Sir Keir Starmer posted: "The horrific attack in Belfast last night is sickening. I have absolutely no tolerance for abhorrent scenes of violence like this on our streets.
"My thoughts are first and foremost with the victim, and I thank the first responders, including members of the public who intervened."
Lagan Valley MP Sorcha Eastwood posted online this morning: “People are waking up this morning to absolutely horrifying news of a savage and barbaric attack in Belfast.
“I can't get that footage out of my mind and I'm holding the victim in prayer. The community is in shock and my thoughts are with those first responders on the scene who courageously pulled the attacker from the victim and to the police who ran straight into it.
“Let us all offer up our prayers at this time for the victim and their family and those who witnessed this sickening act.
“It is essential that the police are given time and space to investigate to ensure that justice is done. Let us give them that time and space and pull together as one to support everyone impacted by this horrifying situation.”

Picture: Alamy Deputy leader of Northern Ireland’s Alliance Party Eóin Tennyson posted: “I am horrified by the footage emerging from North Belfast, depicting some of the most depraved and barbaric violence I have seen in a long time.
"My thoughts are with the victim and all those who witnessed this deeply disturbing incident. This extreme brutality has no place whatsoever in our society.
"The investigation must be allowed to take its course. We must give the PSNI the space and support they need to establish the full facts and ensure that the individual responsible is held to account.
"Our focus must remain on securing justice and ensuring that those responsible face the full force of the law."
Councillor Paul McCusker described the scenes as "horrific" and said "the bravery of those residents was commendable".
"Horrific scenes on the streets of North Belfast tonight, terrifying for anyone to witness or watch this on social media," he said.
"I have spoken to the police and the male who carried out the attack has been arrested and the victim is critical in hospital. I really hope he survives this attack and his family are getting support.
"The bravery of those residents was commendable. I will be liaising with police to get further update and if I can be of assistance to those who witnessed tonight please get in contact."

If a migrant comes to our country and attempts to saw a man’s head off in the street, a Restore Britain Government will not deport.
With the British people’s approval, that savage will be put to death.
But that is not enough - these atrocities will keep happening. The barbarians are already inside the gates.
Immigration will end from countries that are proven to supply us with these monsters.

I guess its cold comfort that in Belfast, there still are some bystanders who are willing to stop these lunatics who try to behead innocent victims. The British have been turned into sheep who just stand and watch as jihadis go around stabbing and beheading victims.
On a related note, we’ve had what?, a dozen stories in the past two years about stabbings and beheadings in Europe and every single one was by some Muslim immigrant. Not a native European Christian or Jew among them. But hey, who’s counting?
This story is shocking. The Sudanese attacker was arrested instead of the victim or the rescuers? Sounds like the judge is going to have to issue an apology for the police action.
That should only take them a couple of years. Anything other than the obvious.
Yet more proof that all cultures *are* equal.
It's clearly acceptable in the african culture to behead for no particular reason.
The only good thing about this crime and the Third World invasion of Northern Ireland is that it will stop the incessant fighting between Catholics and Protestants that has been going on for over three centuries. Obsessing over Cromwell, William III, or the Black and Tans is a hobby neither community can afford.

About 10 years ago we went to Kenya to see some animals. We established a “home base” in a surprisingly nice hotel in Nairobi and traveled to the parks from there. Our guide was James and he was outstanding. On one of our long drives I got to talk to him for some time.
At one point we started talking about Kenyan society and politics. Somehow Sudan was mentioned. He went almost ballistic talking about how Somali and Sudanese immigrants caused huge,huge damage to Kenya. He said that they're all illegals and yet they manage to remain in the country and cause trouble.
I am shocked that the news media did not refer to the suspect as a “Belfast man.”
No surprise at all.
