DEKALB COUNTY, Ga. - A man convicted for his role in a horrific rape and fatal stomping at a Decatur park decades ago could soon be released from prison.
What we know: The Georgia State Board of Pardons and Parole is reviewing the case of Lapas Favors to determine whether to grant him parole. Favors is currently serving a life sentence for murder, kidnapping and armed robbery.
The charges stem from a violent 1981 assault at Glenn Lake Park in Decatur. Two working mothers, Jean Buice and Bettye Ann Miles, had just finished eating lunch and returned to their car when men grabbed them.
The attackers opened the car doors on both sides, dragged the women into the woods and unleashed a vicious assault.
Buice was raped and murdered during the encounter. The attackers kicked her in the chest so hard that it ripped her heart.
Miles was severely beaten but managed to escape with her life. Her family says the trauma remains so severe that she still does not speak about the attack with them.
A spokesman for the state board confirmed the ongoing case review. The victim's family learned of the development last Sunday after receiving a letter stating Favors was under consideration for a work release program.
What we don't know: The state board has not announced a final decision or provided a timeline for when the review will conclude. It remains unclear what specific behavior or institutional milestones prompted the review of his life sentence at this time.
The backstory: The potential release has sparked panic and resistance from the family and the original prosecutor. A family member of Miles, who asked to remain anonymous out of fear for her safety, expressed complete shock over the letter.
"I want Lapas Favors to not be released on parole," the anonymous family member said. "That’s justice. The trial was done. The jurors spoke. The judge sentenced. Let’s honor that."
Bob Wilson, the former DeKalb County district attorney who prosecuted the case, also strongly opposes any release. He stated that the acts were so unspeakable that they place lasting safety concerns on the community and the family.
"The two men who were involved in this, should never be free again," Wilson said.
Favors and another co-defendant, Anthony Wiley, are currently held at the Wheeler Correctional Facility in South Georgia. Wiley is serving a life sentence on charges including murder, kidnapping and aggravated sodomy.

Can somebody... anybody... explain to me why the POS evil Demonic Party judicial scum continually allow these violent criminals out of jail to inflict even more theft, injury, and death on their communities? Outside of purposefully and wantedly using this filth to inflict as much damage, pain, and suffering on the citizens that they have sworn to protect, I don’t have any other logical explanation.
“serving a life sentence” means exactly what it says...Serve until death...PERIOD!!!!!!!!!!!
Two more very beautiful white women. These attacks started long before 1981.
Is anyone going to “Take a Knee”, paint a mural, or say their names?
If the state releases the prisoner, the family should kill him ASAP.
If he overdoses on fentanyl...
I agree with you.
Elderly relatives (perhaps with serious health conditions) of the victims know what needs to be done if the perp is released.
I volunteer to shoot these soulless creeps; I won’t even charge the state for the rounds I will use.
“”Court records show a third man involved, Rodney Favors, was already released from prison in 1998 after serving nearly 17 years.””
One person named Favors is being considered for release and one with the same name has already been released..and one named Wiley is serving a life sentence....what a botched up article...why not name all the creeps in the story to begin with?
WHEN were these creeps sent to prison? They weren’t civilized for society to begin with, why would anyone think they’ve become civilized in prison? Let them rot!
Two reasons.
One, chaos, destabilizion of the country, and the overall destruction of America is their goal, all of it the result of their policies.
Two, when the public clamors for our "leaders" to do something, they will gladly found all kinds of NGOs to "provide outreach, diversion programs, counseling, blah, blah, blah" when in reality the taxpayer dollars will go to the founders, who will be politically connected, and they will funnel money back to the politicians who voted to fund the NGOs.
Doesn't matter the cause -- homeless, fentanyl, crime, daycare, hospice. The template is the same.
Create a crisis with policy, create the "solution", then siphon the money and pay back the pols who gave it to you.
Wash, rinse, repeat.
It’s because “parole board members” are never held accountable — in any way, shape or form — for their decisions ... no matter how bad — no matter how lethal to innocent people — their errors in judgment are ... and some of those errors are “doozies”.
Regards,
I just looked up old info on this case. Apparently Buice was beaten and raped with a tree branch. The old article mentioned that she was the daughter-in-law of a prominent church minister. I’m sure her husband was devastated to lose his wife.
Apparently one of the jurors lied about being opposed to the death penalty.
HORRIFIC. The two uncivilized murderers should’ve been executed long ago. Money wasted on the worst in a society.
