I would love to see the full legislative history of the fourteenth amendment. I know it was based on the Civil Rights Act of 1866 intended to give citizenship to former slaves, by granting it to anyone born in the US but only included those “who are not subject to any foreign power”. I want to know why it was changed to the lesser “and subject to the jurisdiction thereof” in the 14th.
