Israel Uses CBU-94/B Soft-Kill Munitions ‘Blackout Bombs’ to Disrupt Electrical Network in Tehran and Karaj Without Physical Damage

TEHRAN, — March 30, 2026 : According Source the Israeli Air Force has carried out a targeted operation employing non-destructive “soft-kill” munitions to disrupt electricity supply across parts of Tehran and the nearby city of Karaj, according to reports citing sources within the Israel Defense Forces. The strikes were directed at multiple electrical transmission nodes, including power plants and transformer stations in areas such as the Pirouzi district in eastern Tehran.

Non-Explosive Disruption of Electrical Infrastructure The operation reportedly utilized CBU-94/B “Blackout” cluster munitions equipped with BLU-114/B submunitions. These systems are specifically designed to disable electrical infrastructure without causing physical destruction. Upon deployment, the submunitions dispersed fine conductive aluminum filaments over high-voltage equipment, including transformers, switching stations, and exposed wiring.

Maybe President Trump is going to announce that he is blacking out Iran for the near term. This weapon would leave the infrastructure undamaged so the new regime could take over with a little help.

We should employ a strategy like this for Kharg Island. Something that 100% disables the functioning of oil exports but allows quick recovery if and when there’s an acceptable conclusion to the conflict.

The bombs use carbon fiber filaments to short circuit electronics

They are very effective at shutting down power plants and electrical grids for extended periods of time without causing permanent damage to the major infrastructure.

If we use these bombs we can shut down most of Iran's power generation without totally destroying it's power plant infrastructure.

If you limit the major infrastructure to the grid lines and power plants, you are correct.

However, the submunitions dispersed fine conductive aluminum filaments over high-voltage equipment including the transformers and switching stations. Those will be toast and will have to be replaced.

Define “permanent damage” - electrical equipment being shut down is causing damage, and damage takes time to repair or replace damaged components, that may or may not be readily available.

“Permanent” becomes relative kinda fast.

It will require additional expense, which Iran will pay for out of the oil exports they have. Instead of buying weapons and surrogate countries, they can use the cash to rebuild their country. Either way would not require US troops, which is desirable.

They certainly will be toasted and they may or may not be reparable. It's really hard to clean carbon fiber out of electrical gear.

Transformers and switch gear are easy and cheap to replace compared to boilers, turbines and cooling towers.
