The California Department of Motor Vehicles said the federal government is requiring approximately 13,000 non-domiciled commercial truck drivers statewide to have their licenses revoked, effective immediately.
CBS News Sacramento first reported the news in November of last year, which the state said came following the discovery that the expiration dates on the licenses had passed the immigrant drivers' legally allotted time to stay in the U.S.
On Friday, the DMV said those affected by this federal requirement had already received notice from the agency that their licenses were subject to cancellation. Approximately 20,000 drivers were at risk of seeing their licenses revoked.
The DMV added that while a recent court ruling allowed affected drivers to submit a new California Driver's License application, the federal government has banned the agency from processing these applications. The DMV said that affected drivers, in order to continue driving passenger vehicles or light-duty trucks, must apply for and obtain a Class C license.
"This federal administration is using their war on immigration to remove qualified, hardworking commercial drivers from our workforce who meet language and safety rules," DMV Director Steve Gordon said in a statement. "There are no guarantees that additional solutions will become available to help these drivers and their employers but, in the meantime, there are immediate actions they must take to get a Class C license to be able to drive regular cars."
Thursday, civil rights groups and the legal representatives for a class of commercial drivers had filed for an emergency order, asking the California DMV to pause its cancellations of commercial driver's licenses set to occur Friday, March 6. The DMV said the U.S. Court of Appeals for the D.C. Circuit rejected that request.

Dear CBS: Their licenses weren’t yanked simply because they were immigrants, as suggested in your headline. Their licenses were yanked because either a.) they’re here illegally, or b.) obtained their licenses fraudulently.
Oh, and yes, they have been out causing accidents and killing people, so there’s always that...
This action is of no consequence except to stop certain people only and briefly. A non-domiciled Commercial Driver’s License (CDL) is issued by a U.S. state to individuals residing in foreign countries (excluding Canada/Mexico) or in states prohibited from issuing CDLs, provided they are legally authorized to work in the U.S. It only requires proof of legal presence, not citizenship, and still allows the states to issue CDL’s using the false information being discussed. So what does this action do? Looks good on paper. Or better yet for the libs, in the paper.

Just because you dont have a license doesn’t mean you won’t drive.
Given the amount of accidents among these non-English speaking immigrants are rising yearly... They probably saved a couple of dozen lives just by taking these licenses away.
It should have taken a ruling. The people that issued them should be behind bars, they have blood on their hands.

I got in to towing and recycling cars. Pays better
I drove in France for a few hours without knowing how to speak French and I don’t feel I was a danger just for that.
I also drove in England on the left for 3 years (it’s not hard). However, I did have a class where we were taught the meaning of the road signs, the meaning of the lines painted on the road, and some of the British driving quirks.
Looking back, I should have studied the French road signs in advance.

As of early 2026, the CDL knowledge (written) test is being transitioned to English-only nationally, though historically it was available in up to 12 languages in some states (e.g., Spanish, Russian, Chinese). Supposedly California, which is the leading offender, is transitioning to English but there is no timeline solid. The California DMV previously offered knowledge tests in multiple languages (like Spanish, Chinese, Punjabi) based on a 1973 state law.

Being licensed in the US by people who work here is the desire to keep people within our traffic laws. But you can’t make non-domiciled go away because we have a lot of foreign drivers from Mexico and Canada that enter the country and possibly make stops in numerous states. The only way to do that is to require non-citizens from other countries to take our tests to use our roadways. But that expense won’t float and trusting other country’s tests to fill the square isn’t possible. But out-of-country CDL drivers from Canada or Mexico can legally operate in the U.S. via reciprocity. So we’re off to a bad start right there as they may qualify in their country and the US determines it is okay with us.
