It does mean that state and city officials should have been telling people not to “monitor” DHS activity, but to stay well clear of legitimate law enforcement activities.
Reasonable people can disagree about the desirability of the goal that Pretti was pursuing.
But there’s no doubt about how he was going about it, and that it didn’t involve conventional protest.

This is the kind of logic that characterizes the National Review under this idiot. X does A that is likely to result in B, but A did not get what he deserved. The human race evolved common sense because exercising common sense is conducive to survival. When you defy common sense without over-riding good sense, the result takes you out of the gene pool. Deserved? Tell me in what moral universe can you put everyone at risk in defiance of common sense without "deserving" paying the penalty? Sure looks like he got what was coming, good and hard.

CCW holders are prohibited from INSTIGATING a confrontation or ESCALATING a confrontation.
He also resisted arrest, interfered with ICE operations, and assaulted Federal Law Enforcement.

If there’s little risk of confrontation, should someone carry? Moderate risk, should someone carry? Big risk, should someone carry?
