Trump Health Department quietly restored Planned Parenthood funding in December

The Trump administration’s Department of Health and Human Services (HHS) “quietly released” tens of millions of dollars in previously frozen Title X family planning funds to Planned Parenthood affiliates and other abortion facilities in December, Politico reported Jan. 13.

As CatholicVote previously reported, the Trump administration in April 2025 froze roughly $27.5 million in federal family planning grants to organizations, including Planned Parenthood, while it reviewed whether recipients had used taxpayer funds to support diversity, equity, and inclusion (DEI) efforts.

According to Politico, the funds were restored in December 2025, prompting the American Civil Liberties Union (ACLU) to drop a lawsuit seeking to compel their release. The case was brought by ACLU on behalf of the National Family Planning and Reproductive Health Association, and argued the grants were illegally withheld, according to an ACLU press release. The suit was voluntarily dismissed Jan. 12. 

In a Dec. 19 court document cited by Politico, U.S. Attorney Jeanine Pirro for the District of Columbia said the agency’s review of potential DEI-related spending violations was complete, “and all grants at issue for Plaintiff’s members have been restored.” She asked plaintiffs whether the case could be voluntarily dismissed “in light of the restoration of the remaining grants.”

One affiliate, Planned Parenthood Association of Utah (PPAU), confirmed in a Jan. 12 press release that it received $2 million in restored Title X funding on Jan. 9. The organization said the withholding of funds since April 2025 had contributed to the closure of two clinics in the state. 

Title X is a federal program that subsidizes family planning services for low-income individuals and includes a “broad range of services related to achieving pregnancy, preventing pregnancy, and assisting women, men, and couples with achieving their desired number and spacing of children,” according to HHS. The program does not directly fund abortions, though pro-lifers argue it helps subsidize abortion providers’ operations.

The restored Title X grants represent only a portion of taxpayer funds Planned Parenthood receives each year. According to the group’s 2023-2024 annual report, it took in more than $700 million in taxpayer funds through reimbursements and grants during the fiscal year that ended June 30, 2024.

Meanwhile, the Trump administration continues to defend in court a provision of the Big Beautiful Bill Act that would block federal funding of abortion providers for one year. In December, a three-judge panel of the 1st U.S. Circuit Court of Appeals allowed that provision to take effect while legal challenges proceed.

The Trump Administration had no choice legally.

This is not about the massive cuts to Planned Parenthood passed by Congress this year. Those are still valid, and are in effect for the current fiscal year.

What this is about is money appropriated by Congress in the last fiscal year, that did include money for Planned Parenthood. The administration tried to claw it back but discovered that they could not do so legally. So the money that was withheld from Planned Parenthood even though it had been appropriated by Congress has to be returned.

But moving forward, Planned Parenthood has been zeroed out.

Vince Coglianese addressed this on his show today, it seems that the Trump administration defunded planned parenthood while still functioning under Biden rules. They were almost certain to lose a lawsuit with the ACLU, which would’ve caused them to pay what they cut plus interest and attorneys fees. They opted to make a payment, but now that the rules have changed. Trump is a better position to defund them, which will be the intent.

Yes but I don’t think they had the choice since the reason for withholding the funds had been investigated and PP was found in compliance with the terms of getting them back. The funds were not withheld because of PP being in the abortion business.

I tend to agree with you If true, I suspect thaat whomever may have done this will soon depart their position. I have grown distrutful of Catholic anything, until I can find out if Catholic vote has any association with the Catholic NGO that was helping illegal immigrants get into this nation.

Anyone know off-hand if they are, and that this is an attempt to sow a rift within MAGA?

AI says thatCatholicVote.org is a conservative, non-profit political advocacy group founded in 2008 and based in Madison, Wisconsin.

But I am not convinced of that response coming from AI. If I remember tomorrw I will look into it further.

I don’t know catholic vote. I have no reason to trust it for the reasons you point out.

They are very wordy here in a BS Artist way.

My fellow Catholic friends who tend leftist, raised in democrat homes who think they’re conservative but who are not and who have deep unexpressed but palpable hatred for President Trump, complain about him occasionally with a quick Bilbo Baggins gets hold of the ring for a second and hisses - he’s not doing this- that or he was this- all lies they take from family-I just say he got rid of Roe V Wade. As a catholic you could be glad about that

They aren’t. But it’s not a fight as much as a statement and an observation. It is not enough for them that having got rid of sanctioned abortion from the Supreme Court that when we sing Irving Berlin’s (Russian Jew immigrant like many of our cultural icons) God Bless America at every New York Yankee ball game that we can ask God to bless America. We do not sanction the killing of these innocent souls

It’s not enough. Their parents taught them to HATE republicans in the 1960s and 70s. I don’t understand it but I acknowledge it.

Same with many factions of the church hierarchy. They are people. The tenets and teachings. The catechism does not change. Even the pope has little power there

But this publication- take it w a grain of salt.

They don’t make any sense in this long article.PP may have gotten paid by some loophole but it’s all coming to a close

Thank you so much for explaining. I am an avid reader of free republic, i barely ever post answers. But I am going to take the opportunity to say that I really appreciate when well informed people clarify the sensationalist headers. Most people just express an quick, ignorant gut feeling.
