The prior step was telling the military (and the world) it’s OK, nudge nudge, to think of this President as one who can be contravened.
Now they’re setting the narrative that yes, indeed, there is division in the government, people who are ready to act in favor of an overthrow.
Egypt (reversed) and Ukraine are examples of this pattern; Georgia an example of one thwarted in large part by shedding light on foreign (our and EU) NGOs/media/etc. by making them disclose their origin instead of pretending to be grassroots concerned locals.
