AndyBear, you’re right. “Probable Cause” is NOT necessary for a “reasonable suspicion” so-called “Terry stop.” Once contact is made, the officer can inquire as to any number of things that can lead quickly to a “probable cause” detention and then arrest. Good officers do this every single day. It is open to abuse, but in general the good cops follow this procedure.
