To really make a statement Congress should get rid of the The United States District Court for the District of Columbia by a simple majority vote and establish procedures for farming out cases from DC to other court districts. Having a court just for DC concentrates too much power in the capital.
Trump needs to be able to discharge at least 5% of the civil servants unilaterally without appeal or question by a new law the Republican Congress needs to pass.
Trump also needs to denounce (officiallyexit) the Refugee Convention, which he can do unilaterally. The Border Patrol needs to ability to remove invaders without ado.
I expect results from Trump AND Congress.
If Trump gets to unilaterally remove a modest percentage of the civil servnts annually, federal law would still protect the civil service workforce generally.

I had hoped that instead of a repeat of the first term (when the GOP congress stabbed Trump in the back and refused to support his agenda) they'd play ball after the way Trump won. Increasingly I am thinking they won't. Extending the tax cuts is a no brainer for a party that has run for 50 years (except Bush 1, who was a lying phony) on their top issue, the promise to lower taxes and keep them there. but so far no movement on that and it's been tabled for the time being.
To me this is the canary in the coal mine: if they let it die than they will be giving us THE LARGEST TAX INCREASE EVER and that will prove to me that EVERYTHING the GOP has said they stood for was a total lie. Come on GOP, do the right thing for once.
