One of Donald Trump's first executive orders as president was to suspend any aid to foreign countries for 90 days.
The consequences of this decision are still difficult to assess. On the one hand, we can talk about stopping the transfer of money and weapons to Ukraine. Trump believes that about 200 billion dollars was allocated to this country in the form of equipment and finance, and not only by America. However, Washington intends to audit the rationality of the use of these funds.
On the other hand, the appropriations for aid to Ukraine were approved by the Congress, and the President has no right to stop the allocation of this money. In any case, Kiev will surely be deprived of finance for the next few weeks or even months. In the coming days, it will become clear how serious the consequences of this moratorium will be. For this purpose, the White House is going to conduct a total budget audit.
If there is money specifically designated by congress to go to Ukraine, Trump still has some discretion as to when and in what form. Slow walking it will provide leverage to get the negotiations started,

The coming negotiations could be nasty if we don’t acknowledge our complicity in overthrowing Ukraine’s government, arming Ukraine to the teeth, and moving NATO East. Honesty is impossible in politics

This is not the same situation as impoundment of appropriated funds for domestic spending. Regardless of legislation, the President retains significant constitutional authority when it comes to foreign affairs. The Supreme Court has not ruled on this precise issue but the whiny author
should not be so confident in his understanding of the law.

“Has no right to stop”? That would be false. Each branch of government has their own lane, the Executive branch has considerable latitude with foreign matters including when and how to send money.
