If I understand right, his party is still in power until there is a national by-election. There will just be a different “face” in the PM’s chair.

This. He’s resigning to prevent a vote of no-confidence, which *would* force an immediate election. It also leaves the rest of his political coalition in power and buys them time to try to convince the people not to vote them out. This literally doesn’t change anything right this second either, because his resignation only takes effect when a new Liberal leader is selected... he’s still in office until then and you can bet that the Liberals will slow walk the replacement process as much as they dare.
