Bingo! "They", the powers that be, want to get rid of a lot of private car ownership, and reclaim space currently used by private parties. Traffic lanes, parking lots and garages, all destined to be taken away. Traffic lanes replaced by bicycle lanes, bus lanes, taxi lanes, walking lanes,... that's the agenda. People will be forced to utilize destinations within walking distance or by public transportation (that currently doesn't meet the needs of most people).
"They" want to pack people into accommodations like sardines in a can. All about control of the masses.

It depends on several factors. Once it gets that cold, you might be looking at at 25% to 50% range loss unless the car is plugged in and preconditioned. Lets say you have an EV with an ideal range of 300 miles and leave the car out overnight with half a charge. That leaves 150 miles of ideal range left. You aren't going to let the battery get much below 20% battery charge remaining, so you would have about 90 miles of ideal range left to work with. So at best with a 25% loss of range you would be looking at a range of 65 miles and likely less.
Elon just revealed the new aluminum ion batteries they have been working on. They can do 4C or higher rates. Have double with the potential for triple the energy density of lithium. This is due to aluminum being a 3+ vs 1+ electron metal. Aluminum in ion form cannot burn and with solid state or semi solid state they have 20000+ cycle lives and 20+ years calender ageing lifespans. He also is working on fuel cells for his Mars colony you need fuel cells in space so there will be a spin off of that tech into the consumer side for sure. He is looking at both PEM and SOFC particularly low temp SOFC as they can run directly on methane which Starship is fueled with and they intend to synthesis on Mars from water and CO2 gas in the atmosphere of Mars. SOFCs also run on H2, methanol,ethanol or any of the C2-4 alkanes natively unlike PEM cells that need ppm level H2 pure gas SOFCs use CO and H2 as fuel gases.
I fully expect Tesla to move into the fuel cell vehicle market as soon as they pick the tech going to Mars and start mass production of it.
My buddy Shaun is an engineer at Giga Austin working on next gen tech for them he has a NDA so he can’t say a lot but I can say I have seen range extended cybertrucks that go 700+ miles when using the range extender and liquid fuel or compressed gas fuel.
Elon has a philosophical stance against having a ICE range extender in any Tesla , they have tested them they know how to integrate them they won’t not that they can’t.
Fuel cells are a different story they need them for Mars and having the consumer pay for the mass production via fuel cell vehicles is a win for them. Just like SpaceX whole purpose Starlink included is to fund the development of Starship and the Mars mission everything else SpaceX does is geared to advance that one goal.
I read up on that a couple days ago. I really think he himself will extract himself from the EV business.
