It would be bad enough if they agreed to follow laws passed by the California General Assembly, but to follow rules promulgated by an unelected board? These states are admitting that they are no longer sovereign. Perhaps they should revert back to territories or in the case of half of them, subject to the Crown.
With a 2035 target date, that means s 10 year phase-in.
