Israel can deliver nukes by modified F-16s, F-35s, F-15s, Jericho missiles and by submarine launches.

Iran allies with Russia and supplies it with drones against Ukraine. That should help explain.
The assets, the aircraft, support equipment and supplies, may be in hardened concrete bunkers, especially if they are high value assets like F-15’s. Leaving them out in the open or in conventional hangars would make them vulnerable to a mortar attack by guerillas. Or a “Scud” attack.
Spent a couple of months at Tel Nof air base back when the Israelis were still flying F-4s.
It's a very large base, and also a large repair depot.
