They cannot place term limits on the court without a constitutional amendment. They CAN change the number of justices by statute - the Constitution does not specify how many justices the court must/may have.
No, it does not require a constitutional amendment, and adding 4 Dem appointed justices would give them a majority on the court again (7-6).
That would be ideal. But Biden will never go for four republicans.
