You might pay attention to start with section A, 10 and (b)1, A, B, and C. The only major difference between a sitting president and a past is that the past can waive the protection. If the past doesn’t waive, and for the sitting POTUS it is required and they are in total control of the area up to 1000 yards from the targeted individual. They can’t blame local authority.

That was a big WTF question I had too. My guess was the SS team was purposely selected to offer an illusion of protection (facade), and the SS shooter was directed not to fire until Trump’s sniper fired 1st.
