The rooftop was covered from the SS sniper position. The relevant question is how much time was the sniper aware of the assassin on the roof top, and what were his rules of engagement? The answer to these will help determine if this was incompetence or designed failure.

Did anyone at the facility see the shooter climb to the roof?
Was it reported to anyone?
Did anyone at the facility enable the shooter?
...there is no reporting that the shooter was employed there
Did he simply park in the facility lot, walk between the buildings and climb to the roof?
...most commercial buildings with external fixed ladders to roof access have mechanisms in place to prevent access without removing a padlock.If this is the case, who unlocked the padlock?
Was the roof access from inside the building?
