Head shot (just missed) and chest shot while ghe Secret Service had not secured the rooftop (standard procedure) and ignored bystanders who told them of a man with a rifle, until after he fired.
Definite planned assassination attempt with mistakes on purpose.

Theconservativetreehouse.com has a video showing the SS sniper targeting the shooter BEFORE the shooter attempts to kill Trump. Then, after the SS lets the shooter take his shots, then and only then does the SS sniper take him out.
This looks like a setup with the SS being in on it. Only taking the shooter out after he had killed Trump.
Going out on a limb but I'd say the guy who said to "put a bullseye on Donald Trump" within the last week.

They prosecuted the J6 patriots who were protesting the stolen election.
They used lawfare to attack everyone associated with president Trump (except Mike Pence).
Now they’ve tried to assassinate him.

Oh boy, more sternly wordered letters and threats that lead to nothing.
And lets face it, most people do not believe the single bullet theory, me included. So could the Secret Service be involved in a setup? I wouldn't be too surprised.
