Why not issue the pardons before he resigns? Why count an a Harris victory or kept promise? The pardons can’t hurt him if he resigns and Harris can claim to be blameless.
I just a quick check. This is being reported nowhere else. So if Fitton has a scoop, it’s a pretty darn exclusive one.
Anyway, I could see Biden announcing that he’s bowing out of the 2024 race. But why resign now? I don’t see any advantage in it for him.

The only one that might need a pardon from Harris would be Biden. A pres can preemptively pardon. So Biden could do the others right now.

I don’t think you can issue a pardon when no indictment has been issued.

He didn’t report that Biden would resign. He reported that he had HEARD that Biden would resign.
