Russia sees a pressing need for security talks with the United States but they must be "comprehensive" and include the subject of Ukraine, the Kremlin said on Friday.
"It is impossible to rip out any individual segments from the general complex of accumulated problems, and we will not do this," Kremlin spokesman Dmitry Peskov said when asked if Moscow was ready to talk to Washington about nuclear risks.
"So we are open to dialogue, but to a broad comprehensive dialogue that covers all dimensions, including the current dimension related to the conflict around Ukraine, related to the direct involvement of the USA in this conflict," Peskov told reporters.
The United States rejects Russia's contention that by arming Ukraine it has become a direct protagonist in a war aimed at inflicting a crushing "strategic defeat" on Moscow. The U.S. says any negotiations over the war are a matter for Ukraine.

US gov/senators/congressmen bleat this very thing all day long.
MSM nothing if not a projectionist of government propaganda.
They were open to dialog before the war even started.
It was us that was stonewalling them from when we made the decision to expand NATO into Ukraine in October 2021 until February 2022 when the war started.
Now, we have peace summits where we don’t even invite the Russians (a party to the war).
Make no illusions, we started this war, probably wanted this war, and we are keeping this war going.
Isn’t it becoming obvious?

You maybe right and if warmongers in our government keep on pushing it may not end well. Unfortunately it appears that we no longer have any skilled diplomates in our government as most of this debacle could have been prevented in favor and to the benefit of the US as well as the Ukrainian population.

Of course the US will not speak to Russia. But the FAB3000 and rumors of a FAB9000 have clearly got Ukraine and Washington shaken.
Military channels are abuzz about the successor of the Stalemate-Buster Bombs.

Putin wants Biden to give him Ukraine before he’s (Biden) thrown out of office.
The U.S. might reject the assertion; but they are dead wrong in doing so. The stakes here are extremely high, and these humpty-dumpties seem oblivious.
Declaring that our providing material and tactical assistance isn't hostile doesn't inoculate us against Russian retaliation. And I guarantee they're already here, within our borders.
