The shooting of a bicyclist along a Lancaster County road in March in a road dispute was justified, the Lancaster County District Attorney’s Office announced on Friday.
The shooting was reported about 4:20 p.m. on March 13, on Fruitville Pike near the intersection with Delp Road in Manheim Township, the DA’s office said.
On that day, Robin Megill, 33, of Lancaster, was riding a bike on Fruitville Pike in the lane of travel with multiple vehicles backed up.
The driver directly behind Megill beeped their horn, police said, prompting Megill to stop in the middle of the roadway with no traffic in front of him. His actions halted the line of traffic behind him on Fruitville Pike.
“Eventually Megill moved to the right side of the roadway,” police said. “Multiple vehicles passed him and then stopped at a red light at Delp Road. Megill chased the lead vehicle, visibly pedaling uphill to catch a vehicle that beeped at him. Megill forcefully flung the front passenger door of the vehicle open and moved toward the interior of the vehicle immediately prior to being struck by a single bullet”
Megill was hit in the torso from the handgun, the DA’s office said. The driver then pulled over and called 911, according to the press release.
The DA’s office concluded the driver was justified in their use of deadly force specifically because Megill was “illegally and forcefully entering an occupied vehicle.” The driver was legally carrying the handgun and will not face any charges, the DA’s office said.
Megill, who is expected to make a full recovery, was charged with a summary violation of disorderly conduct in connection with the incident. His preliminary hearing had not been scheduled as of Friday.

Generally speaking, most bicyclists should be handled like this when they block traffic.
Maybe the driver lost his head in this dispute, decided not to guess what was about to happen, and used his weapon to inflict a non-lethal wound which ended the dispute.
Was the driver justified?
Are you one of those people who act irrationally and then excuse themselves by saying, "I just got angry and lost my temper", as if that justifies what you have done?
Here is the following from some website regarding California’s distinction. Sounds like Pennsylvania is similar.
Basically, self-defense outside of one’s home (or car) must be proportional to stop a threat. If the person has a weapon, one could assume the threat is deadly and thus use deadly force to stop it.
But, just entering a person’s “Castle” is enough to use deadly force to stop him regardless if you think he is armed or not. (Not all states have Castle law).
Also - not all states have “Duty to Retreat” laws either if you are inside OR outside.

Self defense. How much of an attack should a person have to accept before they can protect their self? I don’t see how old the person is or their sex etc. I’m glad the selfish prick got shot. Where there hell does he get off thinking he can yank open a car door and attack the person inside? What exactly are they supposed to do?

self defense probably...but this is not something to rejoice about...the guy who got shot will harbor a sense of revenge now....too bad people are so unhinged nowadays where any little incident gets blown up into a confrontation...
So what? The person who shot him… do we know their age? Their sex? Their physical condition? Some amped up athlete wearing a helmet jerks open their passenger door and comes in attacking? Completely justified.
And he even pulled over and called 911 so the idiot could get first aid. And sounds like no witness thought it was unjustified.

My guess is he planned to assault the driver. Why else would you race up to a car that honked at you and pull open the door? If you were pissed, you could have just ridden up alongside the car and yelled at the guy. He was looking for trouble. That was why he was blocking traffic in the first place.
The whole thing is actually kinda comical. I bet he was completely surprised lol. What did he-expect-to happen?
It’s the same as breaking into your home and you don’t have time to determine if the intruder has a dangerous weapon on him or not. They are yelling and lunging at you. That’s intent to harm in my book.
When the cyclist opened the door of the car the driver had a reasonable fear that the cyclist was about to commit a forcible felony on his person. Hence the justification for the use of lethal force. I would have shot the a$$hole too.
Doesn’t have to be in possession of a deadly weapon. When he opened the door of the car and started to get in he raised the ante to lethal force justified.
I think to use word “cyclist” to describe someone trying to get in you car is a little off the mark.
