He had a reaction to the sedatives used in ICU. Constipation and urinary retention are symptoms.
I had the same problem.

Sounds like he’s retaining the functions of his office, but not his body.

Maybe he is so wracked with guilt by his abject betrayal of the military and American people that his subconcious has taken over his body and is trying to end his misery once and for all.
