There are US troops in danger all over the planet, in some cases engaging in combat or quasi-combat, without a Declaration of war (what is properly executed "congressional authorization" is called).
In 1941, FDR was "authorized AND DIRECTED" by Congress to make war on the Empire of Japan.
Control over the war power by its rightful steward has loosened and loosened to the point that it has been allowed to be taken over by the Executive.
Ny official voting this bill will have a spinning head as they are slapped right out of office immediately.
Send schumer and his entire family first. Then maybe, just maybe some troops to verify their demise.
