According to the Constitution, Congress - and only Congress- can declare war.

But nobody pays attention to that anymore. Just call the war something else: a police action, a kinetic action, national-building, etc. And none of those terms fit, just send in “advisors” and let things proceed from there.

If you can get Congress to pass a weak, open-ended resolution, that would help too.
