When charity is run on donations and volunteers who are there because it is their passion they will work wonders with a limited budget.
When the same charitable enterprises are run by the state they will do much less with much more because they don't care.

For crying out loud! That pandemic was FOUR years ago.
My wife volunteers at the “Companions Animal Shelter” here in Idaho (no-kill; the old Humane Society) and we let people go through the kennels at certain times.

Two reasons.
Reason number one: “pit bulls”(urban thugs and wanna urban thugs aka redneck white trash)
Reason number two: “cats” Most people who own cats think that their cat can run lose all over the neighborhood and get in other yards and not cause any problems. They also think their cat is harmless. They also think they don’t have to spay or newter their cat.

The newspaper noted most of the money ended up going to the UC Davis Koret Shelter Medicine Program, "to be spent on developing ways to reduce animal euthanasia."Imagine how many free spay and neuter clinics those millions could have funded.

The weirdo’s that run some of these places get off on euthanizing animals. One in VA a few years back had a couple employees who were grabbing pets from neighborhoods to do it, and got caught IIRC because they were putting them in the dumpster...

The numbers of dogs and cats euthanized at shelters is staggering. I volunteered to do the nasty deed pro bono for ten years at our shelter so the money could go to use to save some of the animals. BION much of the expense of shelters is to euthanize animals. I probably saved the shelter around $1-300,000 dollars in ten years and put down thousands of animals. I stopped after ten years because of the negative affect it had on me. The shelter then had to pay another veterinarian to do the job and the shelter went back to being in the red. The shelter and the board were mad at me for stopping the service pro bono. No good deed goes unpunished.
