When charity is run on donations and volunteers who are there because it is their passion they will work wonders with a limited budget.

When the same charitable enterprises are run by the state they will do much less with much more because they don't care.

I volunteer at a local pet shelter. All volunteer, totally run on donations. Yes, everyone out there is committed to doing right by the animals. And we do it on a shoe-string.
