A report from CNN indicates the Maine National Guard asked police to check on Robert Card in mid-September out of concerns that he could “snap and commit a mass shooting.”
Personnel from “the Sagadahoc County and Kennebec County Sheriff’s Offices” responded to the Maine National Guard request by trying to make contact with Card on September 16, 2023.
A sergeant from the Sagadahoc County Sheriff’s Office was alerted, “When [he] answers the door at his trailer, in the past he usually does so with a handgun in hand out of view from the person outside.”
The personnel from the sheriff’s offices were not successful in making contact. CNN notes that a document filed with the welfare check paperwork makes clear that at least one of Card’s fellow guardsman was “concerned that [the reservist] is going to snap and commit a mass shooting.”

Every murder is due to a mental health failure.
It would be nice if people with serious mental health problems could be more easily separated from their guns.
The problem is that gov would tend to stretch such powers to the point where they would prohibit guns to anyone with political views that differ from their own by defining such political affiliations as mental aberrations.
Entirely in favor of curtailing the constitutional rights of those mentally ill before infringing, in the minutest way, on the constitutional rights of those not mentally ill, and law abiding.
I had the unfortunate experience of being married to someone who, unbeknownst to me at the time we married, was from a family that was riddled with schizophrenia, originating on her father’s side. For the most part there was no violence, but I was threatened with a knife on one occasion, and when my wife went psychotic and was in lockdown for several weeks - I learned of the family history. I was told by the police that she had interacted with them and told them that in her words “her father, her ex-[sic] husband and some of her friends were conspiring to have her killed”. That was part of the paranoia.
Long story short, a person suffering from that can turn on a dime and become extremely dangerous, and the transition cannot be anticipated with any useful accuracy.
It’s quite a difficult problem - but the problem is entirely with mental illness and how we deal with it, not with the 2nd Amendment or gun ownership by law-abiding Americans*.
*Excluding hyper-violent urban minorities, but I repeat myself.
A wound up person needs to apply himself to two or more disciplines. Take action.
As sheriff, I would find the guy about whom some alarm was raised, and hook him up with the a trash crew, a road crew, some labors that need to be accomplished.
Chores are a blessing from God, to help a person with the self-discipline of focus on accomplishments, big and small.

I will be surprised when we have a mass shooter who is not mentally ill and never comprehensively treated and who was not on LEO radar.

I think Chicago’s reference to “mental health failure” is acknowledging the fact that all mass shooters have been shown to be certifiable mental cases and should have been institutionalized. And, I suspect, most police departments would agree that many of the people with whom they have contact belong in an asylum. But the asylums have disappeared.
I don't necessarily disagree given what our country has become. However, there must be a way to better assist the known mentally ill to actually help them get better.
PS. Schizophrenia that can be treated *well,* with drugs, requires administration of the drug(s) on time.
Without that, a schizophrenic can go quickly over the edge.
A patient who has had good results with a shot “every 4 weeks,” may find that the shot needs to be administered every 22 days instead of 28 days. The 5 day gap, can be a terrible experience.
So, the patient is in a jam, but the doctor is weeks away.
Treatment procedures by law enforcement, vary between counties. Some departments have a system to recognize and quickly deal with a patient who “suddenly knocked down the neighbor’s fence.” But other departments might not do anything - or might not be able to do anything - for a few weeks.
That is tough on families who live just a few blocks from the county line where treatment responses are superior on the far side of the fence. The family wanting very much to move to “the better county” [jurisdiction], but cannot afford or cannot find a place to live - particularly now when realtors have “influenced” ridiculously higher prices for places to live, reside, safely.
