Yep. You can’t just give a politician a bag of money. That would be a bribe. Ask Sen. Menendez about that.
But you sure can give them a bag of money for a worthless speech, or for a worthless book. That’s not a bribe. No, not at all.
And as a side note, Sen Menendez sure is dumb. You’d think he’d know that.

Yup—she/he/it was paid the money because those who paid it thought they would get a great return on their “investment”.
They believe the corruption in DC is real.
Time for an anecdote:
Years ago I was in an industry that was heavily regulated by .gov. All managers were required to make political donations to politicians chosen by senior management. We hated it—but in private they assured us that we all would have a great return on our “investment” in the politicians.
It was bribery—pure and simple.
