Making this persecution so visible might be a matter of the Deep State sending a warning to the people of its power and willingness to use it...regardless of the law.

While Putin is correct in this, Alexi Navalny could be excused for feeling Putin might be being just a tad bit hypocritical.
(Navalny was a political opponent Putin had jailed, and who just got 19 more years added to his sentence last month).
