I'd say "they" SUCCEEDED.
There is video of a powerline going down and starting the fire. The fire dept shows up and puts out the fire then all leave. The fire reignites and I do not know where the fire dept was at that time. Maybe other fires as other power lines are going down. The winds were fierce so probably no way to put out the fire at that point.
I have seen brush fires here in California when the winds will send sparks miles away to start new fires.
Water was not released due to the sacredness of it.... until too late.
No sirens went off as those in charge thought people would run into the hills. No they would as they would have seen the fire.
Only 58 out of 70 sirens when tested months ago worked.
Only 2 ways to get out by road.
No warning at all to residents.

And, police blocked a road leading north and directed the evacuees toward the waterfront where the fire killed them.
One guy jumped the barricade with his vehicle, went north, and survived.
