I assumed it meant that she would be the new Secretary of the Navy.
I had to look far down to see that her new title is Chief of Naval Operations.
Her new title should have been in the first paragraph.
Also, it would have been nice it the journalist had explained what these respective titles entail. Such as, why isn't the Secretary of the Navy considered the one who "leads the Navy."
Perhaps only an ordinary lesbian?
