New Plan Released to Scrap the FBI and 'Start From Scratch'

The Heritage Foundation is out with a new roadmap on how to reform the FBI as the federal law enforcement agency continues to be embroiled in controversy and civil liberties violations. 

"The FBI’s chilling record of politicized abuses and the executive branch’s continuing misuse of federal intelligence authorities to target the exercise of free speech and other constitutional rights of Americans gives Congress clear and compelling grounds for enacting forceful reforms, starting with the FBI," a recently released Heritage report states about the need for reform. "In fact, the time is ripe for Congress to consider a complete reconstruction of the FBI, defining the scope of its jurisdiction, refocusing its mission on traditional law enforcement, and putting it under effective control. Short of that comprehensive reform, Congress must, at the very least, put in place the minimum set of proposed reforms outlined in this paper, and reauthorization of the Foreign Intelligence Surveillance Act’s Section 702 offers a perfect vehicle for doing so."

"In the years since 9/11, the Bureau has expanded the scope and use of its own intelligence-gathering powers in dangerous ways, directing them increasingly at political movements that threaten the Washington establishment and at the exercise of constitutionally protected rights by ordinary Americans," the report continues. 

The report offers nearly a dozen elements to "reconstruct" the FBI, including by "limiting the tools of investigation used by the Bureau and prohibit efforts to suppress free speech, religious liberty, and other constitutional rights" and "shifting headcount and resources from Washington to the field offices and consider moving the Bureau’s headquarters out of the national capital area."

The new plan comes ahead of testimony from FBI Director Christopher Wray this week on Capitol Hill. Members of the House Judiciary Committee have questions about overall FBI corruption and new revelations the Bureau is working with foreign governments and big tech to censor Americans.

There was a proposal in the 1980s to separate the two. I think it was 1985 - called the Year of the Spy, the nation had several bad espionage cases. It was said the FBI dumped their losers into CI and wasn't up to the task. It was also felt there was a need to professionalize and focus CI by having a separate service.

One would do law enforcement. The other would function like the UK MI5 (also know as the BSS - British Security Service). It would have investigatory powers only just like MI5. To arrest it would go to a US Attorney make its case and get US Marshals to do the arrest. Similar to MI5 who goes to a Crown attorney and get Scotland Yard Special Branch to do the arrest.

First part of this goal has been achieved, but by a takeover from the left. Not any use to the left to dismantle it now.

The FBI charter has two primary legitimate functions - criminal investigation and counterintelligence. Those two functions should not be under the same agency.

Agreed. How about counterintel under Secret Service and criminal under US Marshalls?

The Secret Service had a brief and unsuccessful combined role in Intel gathering & CI. Also, for whatever reason the Marshalls were perceived to have failed on the White Slave trade problem & the Osage murders. I think the reason maybe is the Marshalls act through the local federal court only. For whatever reason they couldn’t or wouldn’t do the job.

Again, whatever gets et up it can be come corrupt unless there’s oversight to prevent that. It doesn’t matter if its city, county, state or federal they all can become corrupt.

Much of it is the voter’s fault! Yes, it is! We allow permanent clowns to exist in legislative oversight positions - like Graham and others. We do this because too many of us what our turn at the taxpayer hog trough!

Repeal the 17th Amendment!
State legislature couldn’t do worse!

Also Term limits in the House! 5 consecutive terms - a decade is enough!

Sure we can “live” with the CIA/deepstate that wants to destroy our Constitutional Republic via Presidential assassination, providing pretexts for endless wars, and significantly influencing elections.

Just like the FBI, the CIA should be dismantled in its current form.

Basically, these two agencies operating currency are “secrets” of which they are major players in that industry to grab even more power.

Hi.

If you look at the Federal Register, take a gander through the appropriations and disbursements you will find at least 16 agencies who mine, analyze and desimmate data/ Intel to the White House and Congress.

We are all under some sort of surveillance. Phone calls, text msgs, bank accounts, social media posts, including this one are being monitored to the AI’s capabilities.

Welcome to 1984.

Again, whatever gets et up it can be come corrupt unless there’s oversight to prevent that. The oversight can also get corrupt (e.g. FISA court). Restarting may at least clear up more than it messes up. But yes, the Cheka becomes the NKVD becomes the KGB.

I think counterintel would best be served by the DIA. Some would object that it violates posse comitatus, but I would argue it doesn't as long as the criminal aspects were handled by a separate agency.

J Edgar Hoover was blamed for everything bad about the FBI from the 1920s to beyond his death. Then technology was going to save us.

Now Pre-Cog AI is going to find what makes a person do bad things and stop the act before it occurs.

We are so good at catching immigrants trying to enter, it will be easy catching those planning evil acts that destroy democracy as AI has determined the real meaning of the Constitution based on the selected works of Ivy Towers.

We don’t need the FBI. Just a larger BP.

So we can know them on sight, the “reformed” FBI will be given neat black uniforms with skulls on their lapels and hats. Their boots will be very shiny.

The USA should go for the interpol model where state police detectives are assigned temporarily to US intrapol. Temp means they never get to much power.
