The FBI charter has two primary legitimate functions - criminal investigation and counterintelligence. Those two functions should not be under the same agency.

Agreed. How about counterintel under Secret Service and criminal under US Marshalls?

The Secret Service had a brief and unsuccessful combined role in Intel gathering & CI. Also, for whatever reason the Marshalls were perceived to have failed on the White Slave trade problem & the Osage murders. I think the reason maybe is the Marshalls act through the local federal court only. For whatever reason they couldn’t or wouldn’t do the job.

Again, whatever gets et up it can be come corrupt unless there’s oversight to prevent that. It doesn’t matter if its city, county, state or federal they all can become corrupt.

Much of it is the voter’s fault! Yes, it is! We allow permanent clowns to exist in legislative oversight positions - like Graham and others. We do this because too many of us what our turn at the taxpayer hog trough!

Repeal the 17th Amendment!
State legislature couldn’t do worse!

Also Term limits in the House! 5 consecutive terms - a decade is enough!

I think counterintel would best be served by the DIA. Some would object that it violates posse comitatus, but I would argue it doesn't as long as the criminal aspects were handled by a separate agency.
