The Heritage Foundation is out with a new roadmap on how to reform the FBI as the federal law enforcement agency continues to be embroiled in controversy and civil liberties violations.
"The FBI’s chilling record of politicized abuses and the executive branch’s continuing misuse of federal intelligence authorities to target the exercise of free speech and other constitutional rights of Americans gives Congress clear and compelling grounds for enacting forceful reforms, starting with the FBI," a recently released Heritage report states about the need for reform. "In fact, the time is ripe for Congress to consider a complete reconstruction of the FBI, defining the scope of its jurisdiction, refocusing its mission on traditional law enforcement, and putting it under effective control. Short of that comprehensive reform, Congress must, at the very least, put in place the minimum set of proposed reforms outlined in this paper, and reauthorization of the Foreign Intelligence Surveillance Act’s Section 702 offers a perfect vehicle for doing so."
"In the years since 9/11, the Bureau has expanded the scope and use of its own intelligence-gathering powers in dangerous ways, directing them increasingly at political movements that threaten the Washington establishment and at the exercise of constitutionally protected rights by ordinary Americans," the report continues.
The report offers nearly a dozen elements to "reconstruct" the FBI, including by "limiting the tools of investigation used by the Bureau and prohibit efforts to suppress free speech, religious liberty, and other constitutional rights" and "shifting headcount and resources from Washington to the field offices and consider moving the Bureau’s headquarters out of the national capital area."

The new plan comes ahead of testimony from FBI Director Christopher Wray this week on Capitol Hill. Members of the House Judiciary Committee have questions about overall FBI corruption and new revelations the Bureau is working with foreign governments and big tech to censor Americans.
Many Americans have lost count of the numerous FBI scandals uncovered so far.

When the FBI goes the problems that lead to the formation of the FBI will reemerge - that of corrupt local law enforcement as well as inadequate training and equipment. Two things that led to the formation of the FBI. There were others but these two were prominent.
1. Local inability to stop what then was called the “White Slave Trade (human trafficking). The Mann Act was passed create a federal responsibility in stopping it. The National Bureau of Criminal Identification (NCBI) - originally a Pinkerton created organization & later Bureau of Investigation (early form of the FBI) were tasked to aid in fighting this crime. Since they were originally involved in supporting the “regulation of commerce” it seemed they already had the intrastate “skills” to do the job.
If you are concerned about child abductions. The Mann Act was created & passed to fight a similar problem.

It essentially failed! Things soon after the “Battle” evolved back to the corrupt local ways.
Anyone who thinks our local and state governments are pristine pure needs to step back and think! Even if your local LEO departments are currently “honest” there is no guarantee they will remain so. Salaries in these state\local organization are traditionally low and always will be. This makes them vulnerable to bribery, etc. from criminal organizations and to be influenced by local “politics”. There is always going to be a need for someone or something who has no stake in local “interests” who can be the impartial LEO of last resort. The problem is keeping them “impartial”.

Look how corrupt the urban centers are in regard to elections and now the simple enforcement of the law! The tools to correct it are there what’s lacking is the local & state will. Also, I admit there’s been a lack of federal will here. However, since they are the LEO of last resort its their job!

LAPD and NYPD have no authority in other states. Clearly there are crimes that involve the entire nation; terrorism, human trafficing, threats to the currency etc. There is still need for reform, but federal issues need to be addressed where locals cannot.

There needs to be uniform responses and communication, not stepping all over everyones toes. This does not mean reform is not needed, but don’t throw out the baby with the bath water.

We have 50 states after all.. Fed.gov is becoming more redundant with every passing year at this point..

The FBI labs are the finest in thw world. Reform yes, wholesale disbanding no. Scrape the scum off the top and throw roadblocks in fromt of the misuse.
Correct. A federal crime lab that also coordinates certain members of each state's police or investigative bureau who are designated as having cross border investigative and arrest powers.

Some here would prefer Jackie Gleason to investigate and prosecute federal drug traffic crimes and international children porn.
However, the NKVD (1922-1946) and the KGB (1954-1991) are the only two which were famous enough to remember.

The FBI charter has two primary legitimate functions - criminal investigation and counterintelligence. Those two functions should not be under the same agency.
