Well, no cure that I can see. Start by a claw back all their salaries and get reimbursement for any benefits they recieved and adjust any retirement benefits they are getting.
We all know this will never happen. TPTB will consider this a “clerical error”.

The NIH is like every government agency. There are good people, but most of them are not in positions of power. Those that are have gotten there because they are political animals, not because of any particular merit. Once there, they use the power they have (largely their ability to decide who gets research funding) for their own agendas. It’s a largely corrupt system.
In either case, it pales in comparison to the crimes against humanity that they seem to have committed such as funding the gain of function that brought us covid-19 and then violating people's rights after the scare started.
They'll sue and get treble damages (a friendly judge is inevitable), claiming they acted in good faith. BUT, when lawsuits are filed against the unauthorized actions they took while not appointed, they'll say "too bad, so sad, I wasn't given the responsibility for that then."
This is probably all by design.
